Woodhatch Crematorium (Reigate) - EIA Screening Request Opinion
Dear Surrey County Council,
I note with interest under your ref, Application Number RE/20/2515 Development Affecting Roads.
Your consultant notes the application referred "would have no material impact on the safety and operation of the adjoining public highway."
Furthermore, it is also confirmed there to be an agreement of "the scope of the study to the developers consultant."
REQUEST:
Please can you publish details of this study ie the report filed by your consultant which would be in the public interest, being this matter is important, a submission of 100 words (already in the public domain) is merely a summary of the decisions made with no rational as to how your consultant arrived at these decisions
Further, would you be so kind to send a copy of "the scope of the study" please
CAVEAT:
Am happy the be in receipt of redacted documents and if required, will make payment to Surrey County Council for said material
Yours faithfully,
Mr M P Hay

This request is being handled under the Freedom of Information Act 2000.
I can confirm that Surrey County Council holds the information you
requested. However we are withholding that information since we consider
that the following exemptions apply to it.
As stated in Part II of the Act, 43 (2), at present, the information
requested is categorised as information that is exempt as its disclosure
under this Act would, or would be likely to, prejudice the commercial
interests of any person (including the public authority holding it).
In applying this exemption, we have had to balance the public interest in
withholding the information against the interest in favour of disclosure.
The public interest in this context means the public good, not what is of
interest to the public. We considered the following factors when coming
to our conclusion.
Factors in favour of disclosure
As stated in Part II of the Act, 43 (2), at present, the information
requested is categorised as information that is exempt as its disclosure
under this Act would, or would be likely to, prejudice the commercial
interests of any person (including the public authority holding it).
Factors in favour of withholding
Any documents submitted as part of a planning application will be made
publicly available on the Council's Planning Portal following validation
of an application, but at this stage the documents associated with the
crematorium remain commercially confidential.
In all the circumstances of the case and the harm outlined above, the
public interest in maintaining the exemption outweighs the public interest
in disclosing the information.
