Under the Freedom of Information Act, I would like to request the following information:
1. Who took the decision to withdraw funding for Neighbourhood Networks?
2. Was an Equality Impact Assessment carried out before this decision was made?
3. If so, who carried out this assessment, what evidence was used to support the decision and please provide a copy?
4. Since there has been no contact with individuals with lived experience who depend on the service how can you equate the potential cost savings with the likely impact on individuals’ lives?
5. Was the decision to close Neighbourhood Networks taken by the Integration Joint Board?
6. If so, what information was provided to them to enable them to arrive at this decision?
7. Where is the minute that documents the decision?

Thank you for your enquiry under the Freedom of Information Act Scotland
(FOISA)
Please se our response below:-
1. Who took the decision to withdraw funding for Neighbourhood Networks?
HSCP Management Team
2. Was an Equality Impact Assessment carried out before this decision was
made?
No.  An EFRIA was carried out for out Supporting People Framework (SPF)
which outlines the various impacts of the HSCP applying a formalised
eligibility criteria. 
3. If so, who carried out this assessment, what evidence was used to
support the decision and please provide a copy?

4. Since there has been no contact with individuals with lived experience
who depend on the service how can you equate the potential cost savings
with the likely impact on individuals’ lives? 
The HSCP have been clear with the IJB and Elected Members of the Council
that the implementation would impact on quality of life although we will
try to mitigate this as much as possible.  The HSCP has written to all
service users providing contact details of who to discuss individual
circumstances with. 
5. Was the decision to close Neighbourhood Networks taken by the
Integration Joint Board?
No.  This is an operational matter.  The IJB are fully appraised on the
HSCP approach to both the implementation of the SPF and our Financial
Savings. 
6. If so, what information was provided to them to enable them to arrive
at this decision?
IJB papers outline financial planning.  The SPF was approved at the March
2023 IJB
7. Where is the minute that documents the decision?
