1) the capital contribution from Wirral Borough Council, including value of any land being transferred
2) the revenue contribution each year for the next four years, broken down by costs of salaries, building, marketing and other
3) the numbers of young people that will be expected to attend, broken down by Parliamentary Constituency and, if possible, ward/township
4) how young people will be supported to travel to the building from other parts of Wirral.

What constitutes a real name?
We consider that a relatively informal approach is also appropriate in this context. Therefore, title and/or first name with surname satisfies the requirement for provision of a real name, as does the use by a female applicant of her maiden name. The prime consideration is whether enough of a person’s full name has been provided to give a reasonable indication of that person’s identity.

Example:
Mr Arthur Thomas Roberts could satisfy Section 8(1)(b) of the FOIA by stating his name in a request for information as “Arthur Roberts”, “A. T. Roberts”, or “Mr Roberts”, but not by stating his name as “Arthur” or “A.T.R.”

In most cases, it will be reasonable for a real name to comprise a name by which the person making the request is widely known and/or is regularly used by that person and which is not an obvious pseudonym or fictitious name.

Once Wirral Borough Council are in receipt of your full name, your request will be passed to the relevant department and we will aim to issue a substantive response within 20 working days.

In 2011 I sued two parts of a political party.

Although they were unincorporated associations, it was still allowable for them to be defendants in a court case.

It wasn't the conservatives, but it is strange that you can be a defendant to a lawsuit in this country but according to Wirral Council not be allowed to make FOI requests!

There's a famous English trust case law that determined unincorporated associations, see http://www.bailii.org/ew/cases/EWCA/Civ/... that the Conservative and Unionist Central Office was subject to taxes and defined what a unincorporated association is.

Therefore a local constituency association (in this case Wallasey Conservatives) which is an unincorporated association, complies with the requirement of "name of the applicant" in s.8 of the Freedom of Information Act 2000.

Applicant is defined in section 84 thus

“applicant”, in relation to a request for information, means the person who made the request;

Person in English law means "an individual, company, or other entity which has legal rights and is subject to obligations."

Therefore Wallasey Conservatives is perfectly valid and Wirral Council is just looking for spurious excuses to refuse requests!

£2 million initial investment plus a £500,000 shortfall pot and then £400,000 a year running costs with this amount of money going spare at Wirral council there shouldn't be any redundancies going round!!
