Could you please let me know

1. How you make sure to fulfill your statement on your own website that
"The publication will reach every household and business in Wirral "?
2. Which kind of distribution method did you use for the first edition?
3. How many households were directly served with a publication through the letter box in each ward ( please list each ward in Wirral)
4. What were the distribution costs for each ward and in total?
5. How much income was generated from adverts?
6. What were the overall expenses for printing, design etc.?

Further to your recent Freedom of Information request, the Council can respond as follows.

1. How you make sure to fulfil your statement on your own website that "The publication will reach every household and business in Wirral "?

A specialist distribution company have been contracted to deliver Wirral View. This company are supplied with a list of all addresses and are expected to deliver to all addresses within a specific delivery window (one week)

2. Which kind of distribution method did you use for the first edition?

Please see answer above. A specialist company have been contracted to deliver the work.

3. How many households were directly served with a publication through the letter box in each ward (please list each ward in Wirral)

Ward breakdown not available. All households should have received a copy. The information we have suggests around 8 in 10 received a copy within the stated delivery window.

4. What were the distribution costs for each ward and in total?

Total cost for distribution is £9000+VAT. This is a flat fee and no ward breakdown is available.

5. How much income was generated from adverts?

For edition one, £4000 was generated.

6. What were the overall expenses for printing, design etc.?

Print costs £8100+VAT. Wirral View is designed in-house by council staff as part of their day-to-day duties so no additional costs were incurred.

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Wirral Metropolitan Borough Council's handling of my FOI request '"Wirral view" publication'.

Contrary to your statement that 8 of 10 households got the Wirral view delivered through their letter boxes, I have heard of not a single household in West Kirby who had received theirs.
The Wirral view was stacked in libraries but not delivered to households.
In an article in the Wirral globe on 18.11. WBC admits problems with the delivery- contrary to your response.

A delivery company should be able to report back to you which areas have been served.
Please provide details for eachy ward as requested and how you "know"that 8 out of 1o households did receive the publication despite WBC admitting the failure.

Dear InfoMgr, FinDMT,

I am requesting an internal review into the fact, that many people I know and our neighborhood have never received a single edition of the " Wirral view".
I would also like to know, why even WBC WK library only received the January edition last week.

Dear Ms Kuhlmann-Muller

 

Thank you for your email of 13 February 2017 in which you expressed
dissatisfaction with the Council's response to your original enquiry. 
Your enquiry has been reviewed by another officer who can advise the
following information.

 

As part of the distribution arrangement, a random ‘back-check’ of
deliveries was undertaken through 500 phone calls to random addresses.
This check provided feedback that 80% of households recalled receiving
Wirral View. However this is not broken down by Ward and we are unable to
provide any additional information regarding delivery to specific
locations.

 

Regardless of this information, the Council is fully aware that
distribution of the publication has not been good enough and we have taken
steps to improve it.  The distribution company which was initially
contracted to deliver Wirral View has recently had its contract
terminated.  A new supplier starts work from March 2017, using a different
distribution model and one which we expect will deliver a much improved
performance.

 

We trust this provides a response to your request for internal review.  If
you remain dissatisfied with the Council's handling of your enquiry and
the outcome of this internal review, you have the right to complain
directly to the Information Commissioner. The Information Commissioner can
