Wirral Met'Borough Council: Systemic maladministration OR just Non-functioning?
Dear Wirral Metropolitan Borough Council,
In 2000-2001 Wirral Metropolitan Borough Council demolished more than 600 houses, on the Rivers Street estate, in Birkenhead (many of them were 4-bedroom, 5-bedroom and 6-bedroom houses). Each household received £1,500 to leave their homes. Only one household remains out of more than 600 demolished. The Council said that it was going to build 2-bedroom and 3-bedroom properties. None have been built there in the intervening years.
In 2012 four of Wirral Metropolitan Borough Council's Senior Officers were suspended from office, following a series of scandals.
A 'troubleshooter' (Michael Frater) was brought in to clean-up the Council. Members of the public were assured that Council officers would be better trained in the future. One newspaper reported that Council officers and politicians would be going "back to school".
Serious concerns about the competence of senior officers persist, with some seeing the most appropriate characterisation of the Council as being one involving SYSTEMIC MALADMINISTRATION. Others, of a more generous disposition, see the Council as being best described as NON-FUNCTIONING.

(b) Assistant Directors of Department;
(c) Acting Directors of Department;
(d) Heads of Department;
(d)Assistant Heads of Department;
(e) Acting Heads of Department;
(f) Managers of Department;
(g) Assistant Managers of Department; and
(h) Acting Managers of Department.
For each individual, please provide details of all training courses attended (with dates), since July 2012. Please provide the same information for the Leader of the Council (from the date on which he took up the position as Leader of the Council).
