Sue Charteris has reported to Wirral Metropolitan Borough Council upon its
decision to close public libraries in the Borough. I would be grateful to
see the Report. Has Council approached the Department or Ms Charteris
under the terms of S41 of the Act? If so, what was the advice?

please accept my apologies for coming back to you so long after
having answered my question, but there is something else that I
would like to know.

Presumably, Ms Charteris issued embargo instructions with her
reports as presented to Council both in draft and finalised forms.
Were the confidentiality terms implied or direct? I shall be
grateful if you will let me see only those instructions directing
which parts of the report should be denied disclosure and why and
for how long.

Dear Mr Hutchinson,

Thank you for your Freedom of Information request dated January 19^th 2010
requesting the following:

Your request has been dealt with under the Freedom of Information Act
2000.

We can confirm that after searching our records we cannot find any embargo
instructions submitted by Sue Charteris in relation to her report on the
Wirral Inquiry, nor can we find any reference to embargo instructions or
`confidentiality terms'.

Sue Charteris may have issued `confidentiality terms' when she sent the
report to Wirral Metropolitan Borough Council (WMBC), but we do not hold
any correspondence relating to this. We would recommend you contact WMBC
as they may be able to assist you further. You can find details of their
Freedom of Information procedure at the below link:
