Wirral Council Licensing Register online
Dear Wirral Metropolitan Borough Council,
Your online licensing register

has a warning that 'The Licensing Authority has recently moved to a new case management system and the information provided within the public register is under review and may therefore not reflect accurate details.'
Please can I have this information -
1) when the licensing authority moved to the new case management system
2) when any warnings about this potentially resulting in problems obtaining accurate details were first received, and suspicions that it might were first raised
3) when was it first known that this would result in any problems obtaining accurate details, and when was it first known that it did
4) how much the new case management system cost to introduce including any training and any associated required upgrades, and also any ongoing costs to continue using it
4) how much fixing the problems has so far cost and how much it is expected to cost to finally fix
5) when is it expected that the details will be accurate
6) communications, reports, minutes etc on the decision to keep an inaccurate register live online
7) communications, reports, minutes etc on what problems the inaccurate register is causing or has caused, including the ability for the council to discharge its duties regarding licensing

In response to your enquiry we can advise as follows:
1) when the licensing authority moved to the new case management system -
September 2022
2) when any warnings about this potentially resulting in problems
obtaining accurate details were first received, and suspicions that it
might were first raised - 10/11/2022
3) when was it first known that this would result in any problems
obtaining accurate details, and when was it first known that it did -
10/11/2022
4) how much the new case management system cost to introduce including any
training and any associated required upgrades, and also any ongoing costs
to continue using it - Regulatory services contract £517,499 current
hosting cost £93,551.66

5) when is it expected that the details will be accurate - by 31/3/24

Thank you but please could you clarify what you mean by
'The caveat relating to possible inaccuracies was applicable only to historic migrated data.'
I don't know from that what ages of data is possibly accurate?

Dear Mr Jones
In response to your request for clarification, we would advise that there
is no legal requirement for a Local Authority to make a register of
licences available via its website. However to make access easier for the
public this is something that a lot of Local Authorities do, including
Wirral Council.
Licensing (along with other regulatory departments) moved from its old
computer system to the current computer system and part of this process
involved the transference of data from the old system to the new one. Both
the old system and the new system have a Licensing Register which is a
searchable register of currently-issued licences. Before the data was
transferred over it was ‘frozen’ on the old system which meant Officers
could no longer update it. The register on our website was pointing at the
old system data, which meant that it was no longer updated and therefore
did not reflect live data in our current (new) system.
The Licensing Register currently available on our website contains data
from our current system and therefore any data on there is ‘live data’.
Work is being undertaken to ensure that all current data is made available
via the website (where legally required to do so). If a member of the
public wishes to enquire about a particular licence they can do so by
emailing [1][email address].
