For the last 6 years for which full annual totals are available please confirm for each year and specify the dates for those years, the total amount per year paid by the council to wirral chamber of commerce and industry

Also the total amount for the same annual periods for the last 6 years of grant funding or similar wirral chamber of commerce and industry received from anywhere on behalf of, at the request of or with the support of the council

Also the total amount for the same annual periods for the last 6 years of any loans the council made to or arranged for wirral chamber of commerce

Also the total amount for the same annual periods for the last 6 years any discounts or favourable terms below market rate the council have provided any goods, services, facilities or similar to wirral chamber of commerce and industry

Also please provide a copy of all current live contracts of any kind between the council and wirral chamber of commerce and industry or on either of their behalf

Under Section 12 of the Freedom of Information Act 2000, public
authorities are not required to comply with a request for information if
it is estimated that to do so would exceed the appropriate limit,
currently set at 18.5 hours. The level of information sought in your
request, encompassing a 6 year period, is considered unreasonable and
officer time required to extract and collate the information would far
exceed this limit. The Council relies on section 12 (1) to refuse your
request.

I am writing to request an internal review of Wirral Metropolitan Borough Council's handling of my FOI request 'Wirral Chamber of Commerce and Industry payments and similar'.

REASONS -

I disagree with the suggestion that the 18.5 hour limit would be exceeded in dealing with my request.
I also disagree that much of the information is necessarily in the links you have provided.
I also dispute as to whether in relation to your duty to advise and assist you have properly considered whether and to what extent there is some information I cannot otherwise obtain which you could and should provide without relying on exemptions.
You say the council’s published spend data ‘details all transactions exceeding £500’, you also link to committee reports and contract information on the chest.
Does the published data include all payments to Wirral chamber of commerce and industry whether for services rendered, grants and loans or anything else? Do they include discounts or favourable terms below market rate the council have provided any goods, services, facilities or similar to wirral chamber of commerce and industry?
Do the committee reports and contract information on the chest include all contracts as well as payments, grants and loans, including for example if it refers here as it sometimes does for council published material, where data has been withheld as to the identity of the company receiving funds and the amounts?
The council should easily be able to collate its digital records of total amounts paid to a particular company and split those into a total for services rendered, grants given and loans made, and if it assists I would modify my request from annually to simply those three totals to Wirral chamber of commerce and industry for the whole preceding 6 year period, with confirmation only of the start and end date of those 6 years.
Also if it assists I would modify the request for details of discounts or favourable terms below market rate the council have provided any goods, services, facilities or similar to wirral chamber of commerce and industry, to simply to total combined value of these for the whole 6 year period.
The requests for copy of all current live contracts of any kind between the council and wirral chamber of commerce and industry or on either of their behalf and also details of any guarantees, references or similar the council has given for wirral chamber of commerce and industry are not at all unreasonable, should not be extensive or time consuming to collate and due to the history of redaction in relation to some maters which may or may not apply here, searches of committee reports and of contracts on the chest will not ensure these can be obtained.
These are all matters I would have expected to have been already considered to ensure state aid and subsidy rules have been complied with. Regardless of the outcome of the internal review I also request all information held regarding consideration of state aid and subsidy rules in relation the councils relationship with wirral chamber of commerce as a whole rather than just any separate consideration on individual transactions.
