Thank you for your request for information about correspondence
between Standards for England and Wirral Metropolitan Borough
Council. Your request was received on 10 May 2011 and I am dealing
with it under the terms of the Freedom of Information Act 2000.

Thank you also for your email dated 16 May 2011.

You asked for “All correspondence, letters, emails, notes of
telephone conversations, memos, etc., between Wirral Borough
Council and Standards for England in respect of allegations
referred to Standards for England on 3 March 2011 against Cllrs
Moira McLaughlin, Pat Williams, Denise Roberts and Anne Bridson”.

Please find attached a copy of the letter dated 31 March 2011 from
the Head of Legal and Member Services at Wirral Council, together
with the documents enclosed with that letter, namely the council’s
decision notice and the original complaint. Those documents have
been redacted to remove personal data of the complainant.

There is no further information matching your request.

I have noted your suggestion in your email of 16 May 2011 that we
might redact the names of the councillors against whom the
complaint was made; however those names are already in the public
domain, as is clear from the newspaper article dated 11 May 2011
which is posted on the whatdotheyknow.com website.

You may already be aware that although we decided to take no action
in relation to the allegation referred to us on 31 March, a similar
allegation is due to be referred to the standards committee and we
are anticipating that it may be referred to us again in the future.

If you have any queries about this letter, please contact me.
Please remember to quote the reference number above in any future
communications. If you consider that the decisions set out in this
letter are wrong for any reason or have a complaint about the way
in which your request for information has been dealt with you
should write to Tim Leslie, interim chief executive at the above
address. He will undertake a full re-evaluation of your case.

If, following review of the matter by the interim chief executive,
you remain dissatisfied with the handling of your request you have
the right under section 50 of the Freedom of Information Act 2000
to apply directly to the Information Commissioner for a decision.
Generally, the Information Commissioner cannot make a decision
unless you have exhausted our complaints procedure. The Information

1. Following your decision not to take any action in respect of the allegations referred to you on 31 March, has there been subsequent correspondence between Standards for England and Wirral Borough Council in respect of the allegations or your decision? If so, please would you provide copies of such correspondence.

2. Has the "similar allegation" mentioned by you been referred to Standards for England?

The general information about our response and your rights to request a
review which I set out in my email of 20 May still applies equally to this
response.

The answers to your questions are as follows:

1) There have been various telephone calls between officers of Standards
for England and Wirral BC since our decision on 6 May not to accept the
original referral for investigation. There is no written record of those
conversations.

The only email correspondence in relation to this matter is attached.

2) The "similar" allegation, perhaps better described as the second
version of the same allegation, we received on 14 June 2011.

I hope these answers deal satisfactorily with your questions.
