Windlehurst Road High Lane junction 2017 redesign road safety audit

Dear Stockport Metropolitan Borough Council,

The junction of Windlehurst Road and Buxton Road in High Lane was redesigned in 2017 including the purchase of demolition of property to widen the space available to vehicles with a long left-turn lane eastbound. At the same time, an advisory cycle lane through the junction was removed, together massively increasing the danger to cyclists.

Please provide the following:

- A copy of the road safety audit undertaken as part of the redesign, with specific reference to the cycle facilities, or lack there of
- Any recorded reasons why a cycle lane was not provided through the junction, as promised in committee meeting papers dated April 2017
- Any recorded current plans or proposals to make the junction safer for cycle movements as per the Bee Network ambitions for a segregated “busy beeline” cycle route along the A6 at High Lane

I am writing in response to your request for information (ref FOI 5491322
).

 

The relevant Council Service(s) has searched for the requested information
and our response is as follows/attached.

                                  

The junction of Windlehurst Road and Buxton Road in High Lane was
redesigned in 2017 including the purchase of demolition of property to
widen the space available to vehicles with a long left-turn lane
eastbound. At the same time, an advisory cycle lane through the junction
was removed, together massively increasing the danger to cyclists.

 

Please provide the following:

 

- A copy of the road safety audit undertaken as part of the redesign, with
specific reference to the cycle facilities, or lack there of

The scheme was subject to 3 stages of RSA, all are attached. 

The comment about access to the ahead cycle advance stop line was noted
and the island was set back to allow a cyclist using the left turn lane to
access the ahead cycle stop line.

junction, as promised in committee meeting papers dated April 2017

Options for an eastbound cycle lane were considered but would have
required more land take from Windlehurst Court to accommodate additional
road widening on the A6 approaching the junction.  It was discussed with
the Windlehurst Court management but they were unwilling for the A6 to be
moved closer to the buildings so land to provide the cycle lane was not
available.

 

- Any recorded current plans or proposals to make the junction safer for
cycle movements as per the Bee Network ambitions for a segregated “busy
beeline” cycle route along the A6 at High Lane

We are going to commission a Stage 4 Road Safety Audit of this and other
works in High Lane for the A555 Mitigation programme to pick up any safety
issues that have arisen since the schemes were completed.  We will request
that the Cycling Officer accompanies the Road Safety Auditors as an
Observer on the audit of this junction. 

We are also starting to look at a new alignment for an east-west cycle
route parallel to the A6 between Hazel Grove and High Lane. 

This may in part be developed in conjunction with any development that may
come forward as part of the GMSF housing allocation - see

commissioned later this year, we are unable to confirm a date when this
will be completed by at this time.
