Dear Department for Business, Innovation and Skills,

Will the latest £100m of supercomputer spend for the Met Office be competitively tendered to EU regulation?

It has been reported:

Ministers signed off funding for the powerful Met Office mainframe
just weeks after experts predicted a DECADE of washout summers.
But that came three years after baffled Brits were told to prepare
for scorching summers and long droughts.

The hi-tech gadget will be ready for use at Met Office HQ in
Exeter, Devon, in two years.

Business Secretary Vince Cable said: “Investing in science keeps
the UK at the cutting edge of global innovation.”

Q1. Will the new supercomputer procurement be subject to EU tendering regulation?

Q2. Will the incumbent supercomputer supplier IBM, whose own Executive David Young was seconded to the Met Office in the role of Chief Information Officer for 2010-2012, receive the new funding without competition?

Q3. Has BIS received any communication from the EU regarding supercomputer procurement and/or the appointment of IBM Executive David Young? If so, please disclose the correspondence and papers.
