Will councils act for their customer or for their third party?

We're waiting for dan74 to read recent responses and update the status.

Dear The Local Government and Social Care Ombudsman,

When it is obvious a council is covering for one of their contracted parties for fear of having to discipline or fine that third party who do the council act for

Do they act in defense of the third party to protect themselves or do they act for the customer in order to improve the service offered .

It concerns me that many times the council are keen to defend rather than find fault in a third party which i believe is dangerous.

for example if a enforcement agent crushes a business through excessive levy will the council try find a defence for the third party or will they be upfront in bringing the agent to task and thus improvign the service and making sure no more companies can be crushed
