Dear Wigan Metropolitan Borough Council,

1. How many individuals in the care of Wigan Youth Justice have a gang-involved/gang issues label attached to their file, in your records?

2. For each individual subject to a gang-involved/gang issues label in their Wigan Youth Justice file, I would like the following information:
2a The age of the individual (this could be presented as a list to ensure that each individual entry remains anonymised, i.e. 20 individuals aged 17, 6 aged 18, 22 aged 19 etc)
2b How many of the individuals listed as ‘gang-nominals’ are males, and how many are females
2c The ethnicity of the individual (again this can be presented as a list, i.e. 40 black, 30 white etc)
2d The individual’s risk of harm classification (again this can be presented as a list, i.e. 10 very high, 30 high etc)
2e Has the individual been convicted of a violent offence? (this can again be presented as a list as suggested above)

Dear Mr Gaffney
 
I am emailing to confirm the receipt of your recent request for
information to Wigan Council. This has been logged and will be forwarded
to the relevant department for action.
 
We will respond as soon as possible and in most cases no later than 20
working days after the receipt of your request i.e., 3 July 2020.
 
The Information Commissioner’s Office has recognised the unprecedented
challenges all are facing in the current climate and that people may
experience delays when making information rights requests during the
pandemic.
 
Please also be aware that the response may not be complete in whole or in
part. This is due to government wide measures during the crisis.  Wigan
Council is currently handling a large volume of business critical work
aimed towards the protection and safeguarding of at risk groups during the
outbreak, and as such the business area may not be able to provide full
information for the completion of the Freedom of the Information request.
We will confirm as much as possible when we send our response to your
request.
 
I trust you will understand this position, but if you are dissatisfied, we
would advise you to re-submit the request in 3-6 months when we may be in
a position to confirm our response.
 
If you have any comments or questions in the meantime, please direct them

The Council does not charge for most FOI requests, but charges may be made
for actual disbursements incurred such as photocopying, printing, postage
and packaging, and only if these charges amount to more than £20.00. If a
charge is to be made, confirmation of the payment due will be given before
the information is provided and payment may be requested prior to the
provision of the information.

Dear Graham Donelan,

Please could I have an update on how this request is progressing?

I submitted this request on 6th June 2020, meaning as of today it is now 44 days since submission.

You will be aware that the Freedom of Information Act 2000 (Section 10) requires that requests for information should be complied with promptly, and at the very least within 20 working days, a timescale we are now beyond.

I appreciate that you and your colleagues will have been working under difficult conditions, and these unprecedented circumstances are recognised by the latest guidance from the Information Commissioner's Office on FOI work during the pandemic, so some slippage in terms of timescale is understandable. But a progress update would be appreciated in the meantime, and if possible some indication of when I can hope to receive the information I have requested.
