Could you please provide all correspondence & documentation passed between the DfT and SouthEastern Railway regarding the the proposed rollout of free passenger WiFi on SouthEastern Railway services as announced by the then Rail Minister Claire Perry in February 2015.

Could you also supply details of the level of funding being provided by the DfT for this project and how much has already been paid to/drawn down by SouthEastern or its suppliers.

Dear Mr Hobbs,
Thank you for your reply of 13th March to my FOI request. I understand the reason for your refusal to fulfill my request, but am amazed at the manual "scatter gun" approach you were proposing that would exceed the £600 limit.

I am therefore going to clarify my request further and remove a section of it entirely.

Please scan your email server for all messages sent to or from "southeasternrailway.co.uk" domain email adresses where the subject line OR contents include one of the following searchable strings of text:
1: "WiFi"
2: "Wi-Fi"
3: "Wi Fi"

I would like to receive a copy of all emails (AND any attachments to those emails) that meet the above criteria that have been sent or received by the DfT since 1st February 2015.

From the reults of the above search query, if there are too many emails to assess within the £600 limit, please start with the most recent and work backwards chronologically until you reach the £600 threshold and then stop.

I am withdrawing the questions in the original request regarding funding.

Dear Mr Welsh,

Thank you for the response. I am prepared to restrict the date range to 1st July 2016-present, however I find this approach counter productive and seemingly aimed at me requesting a date range & you replying to say that there is too much data to assess.

I am surprised that the checking of emails/attachments does not count towards the 24hr/£600 limit as it surely comes under the category of "pre-publication document checking" which must be a function of every FoI request.

You obviously have an internal measure of what you believe to be a "reasonable" amount of non FoI-chargeable resource utilisation for each FoI request & I would like you to allocate such resource to my request. As I said in my previous clarification, if you start with the most recent correspondence & work backwards, I am happy to accept you stopping work when any hard/soft cost threshold has been reached.

I trust I won't be put back in the "20 days to respond" queue as you already have the information, it just needs checking.

Thank you for your reply requesting further contraction of the scope of my request. As I have stated on 2 previous occasions, please start with the most recent emails & attachements and work backwards. I am loathe to specify a date range as you have not advised me of the number of emails falling within each month & predict that you will simply say that there are too many to assess regardless of the date range I choose.

Therefore, I return to my previous suggestions of you working chronologically backwards until such time as you feel that you have fulfilled your statutory duty under the cost/time limitations of the FOI Act.

I am not in any way attempting to make a vexatious request and feel that you are obfuscating simply for the sake of delaying matters, hoping that I will abandon my request.

This request is now over 2 months old and I trust that this final clarification will be dealt with promptly.

I am writing to request an internal review of Department for Transport's handling of my FOI request 'WiFi rollout plans for SouthEastern Railway franchise'.

After many delays and MONTHS of obfuscation, I have been furnished with a reply that is 99% redacted. This in no way can be considered a satisfactory response from a Government department for action on a policy announced by a Government Minister that involved the handing over of significant amounts of public funds to private third party rail operators.

My name is Andrew MacDonald, I am a Senior Civil Servant at the Department
for Transport.  I am carrying out an independent review of the
Department’s response of the 23^rd May 2017 to your FOI request F0014410
 which was received on 15^th January 2017. 

 

I have collated the information pertinent to your FOI request and I am
currently considering the appropriate application of the FOI Act 2000
exemptions which were used in preparing the response.  I am also
considering the extent of the redactions made to the information that was
shared with you in the response.
