Dear Highways England Company Limited,

Can you tell me why it was necessary to shut the M4 J13 to J14 closed in both directions this last weekend? There is a distinct lack of information on the Web as to the actual reason for closure.
Surely you could keep one carriageway open by using the hard shoulder with just four lanes two going East and two going West, seperated by poles.
