Why tax money is being payed into citi bank

The request was refused by HM Revenue and Customs.

Dear HM Revenue and Customs,
I have made several request to hmrc as to why UK tax money is going into a citibank account which is an American owned banking institution.
On the government website it states it goes into a barclays account I have phoned barclays and they have confirmed the following bank account is not held with them.

Unless you satisfy me with an answer to this deceit I will be in my lawful right to withhold paying taxes. I understand you have been pulling this scam for a long time and you thought you would never get caught but the truth will always come forth
