On the 5th May 2015 ACC Winton Keenen, Now Acting Chief Constable of Northumbria Police, wrote the following letter to IPCC Commissioner Gumsley relating to the Martin McGartland case;

Dear Mr Gumsley,

Re: Mr Martin McGartland – Complaints against Northumbria Police

In 1991 [*** CORRECTION A/CC Keenen: It was 1999*** ] Mr Martin McGartland was subjected to a horrific attack on his life whilst he was residing in the Northumbria Police area. During the course of the attempt on his life Mr McGartland was shot six times at close range; the subsequent investigation has thus far failed to secure any criminal convictions for the offence.

Since the time of the attempt on his life, Mr McGartland has made a significant number of complaints against Northumbria Police and continues to do so.

Mr McGartland has made it very clear he does not wish Northumbria Police to investigate his complaints; indicating very clearly he has no confidence in them to do so.
In order to seek the best way to deal with these matters, Northumbria Police have now voluntarily referred all of Mr McGartland’s ‘live’ complaints against the force to the IPCC.
As with all victims of crime, it is the absolute desire of Northumbria Police to provide a service best suited to Mr McGartland’s needs and it is felt, on this occasion, this is most likely to be achieved by the IPCC taking on his complaints and investigating them independently of the force.

Given the long-standing relationship with Mr McGartland and Northumbria Police having failed, thus far, to achieve a satisfactory outcome to the complaints he continues to make against the force I would urge the IPCC to take in the complaints for investigation.
I reiterate, it is the desire and aspiration of Northumbria Police to achieve a meaningful and productive relationship with Mr McGartland as the victim of a horrific offence some many years ago; I believe this is most possible if the complaints he has made against the force are investigated in a manner he can accept as being independent of the force.

As I am sure you will agree, the IPCC are the very body that can, where necessary and appropriate, seek to give confidence to those who are dissatisfied with the police complaints process. I believe, wholeheartedly, such an occasion exists as regards Mr McGartland and this is why Northumbria Police would seek the IPCC to give active consideration to taking on the investigation of Mr McGartland’s complaints against the force.

1. Why is Acting Chief Constable Keenen ignoring all of Martin McGartlad's requests, as the victim, to allow an independent investigation to be carried out into his 18 year unsolved attempted murder case. An independent investigation which Martin McGartland requested from Acting Chief Constable Keenen which would be untaken by a retired judge or an independent QC?

I would also like to know;

2. What steps, if any, has Acting Chief Constable Keenen taken as regards to an independent investigation by a retired judge or an independent QC?

3. This request is also for copies of all correspondence between Winton Keenen and the IPCC concerning this matter.

Hi Marty,

It is with a significant amount of regret and frustration that I send this further email to you, having just been made aware of the outcome of the IPCC's deliberations relating to my request for them to 'take in' your complaints.

I have to say I am disappointed in their decision and intend to enquire into whether there is any way to have it reconsidered - with the intention of seeking to have the matters dealt with by the IPCC.

I realise you sometimes find it difficult to believe what I say Marty but I have always tried to establish a relationship with you for the right reasons and on this occasion feel as frustrated as I am sure you will at the lack of take-up by the IPCC, of my request to have them investigate your complaints; as I believe this would have proven the independence of any ensuing findings.

Having made relevant approaches and considerations as to how to progress form here I will of course come back to you.

Well, Acting Chief Constable Keenen, you are not the head of Northumbria Police (and in total control). You now have the power to appoint a retired judge or an independent QC to investigate my attempted murder case. Will you now be doing so. If not, would you PLEASE explain (to me as the victim) why not?

Police watchdog (IPCC) ‘racist and corrupt’

The Met’s Olympics poster girl is suing the complaints commission, claiming it frustrates inquiries to protect accused officers

The Independent Police Complaints Commission (IPCC), which investigates misconduct and racism, is riddled with corruption and discriminatory practices, according to a whistleblower.

Carol Howard, a former investigator at the police watchdog who was the Metropolitan police poster girl for the London 2012 Olympics, claims senior executives “believe their duty is not to investigate officers but to protect the reputation of the police force concerned and its senior officers in particular”.

She also says that some investigators at the watchdog secretly support the racist police officers whom they are investigating. As a result they try to “frustrate, delay, restrict and close down investigations” to protect the targets of their inquiries.

Northumbria Police (NP) malicious / false ‘vexatious’ claims (their Lies) are nothing new. NP have been using and abusing same by to cover up their gross misconduct – and misfeasance in public office by their Bent officers who are (and were) involved in the Martin McGartland's cases.
