Why is a Sheriff permitted to block a Party Litigant from Appealing a Legal Decision?
Dear Scottish Government,
In January 2020, at the All-Scotland Sheriff Court, Edinburgh, Sheriff K J McGowan made the decision to dismiss a Party Litigant's case at law. When the Party Litigant attempted to appeal this sheriff's decision, the same sheriff refused the Party Litigant the opportunity to appeal. In effect, the sheriff in question conducted self-regulation. Therefore, please make me aware, in the public interest, which particular legislation gives a sheriff the right to conduct self-regulation here in Scotland?
