Why do I have to disclose my dual nationality?

The request was partially successful.

Dear HM Revenue and Customs,

Upon applying for a National Insurance Number, I was asked if I hold dual nationality and with which countries. Why do I have to disclose this information (as I have entered the country legally on one of my passports)? And do I have to disclose this information by law?
