Why didn't Tottenham Green East Green Playground open in September?

The request was partially successful.

Dear Haringey Borough Council,

I request an update on the improvement works being done to the Tottenham Green East Green Playground?

The notice attached to the security fencing around the playground site says it 'will be open for play September 2014'.

As the playground was not open as of today; then can you say when it will be open?

I also request an explanation for the delay in the playground opening.

Has there been any extra expenditure by the council caused by the delay.

What date in September was the playground scheduled to be open? Has the contractor incurred any penalty for the delay? If so, then what is the penalty?

Thank you for your request for information received on 07 November 2014,
in which you asked for the following information:

 

1.    I request an update on the improvement works being done to the

My response is as follows, numbered in accordance with your questions
above:

 

1.     The works are now on site and are expected to be completed by the
end of next week (by 12^th December 2014).

 

2.    We do not hold this information on record- once the works are
complete we are required to carry out a safety inspection of the
playground and we will need to wait until this has been carried out, and
the results are known, before the playground opens to the public.

 

3.    The delay in the playground opening has been due to weed growth on
the site which needed to be fully treated and cleared before the works
could start and new surfacing could be laid, and the availability of the
appointed contractors to carry out these works.

 

4.    The expenditure incurred is the cost of appointing a contractor to
carry out the work currently on site (£24,999) as well as the clearance of
2 small trees and weeds from the site at a cost of £1050 to allow these
works to go ahead. This is to ensure that the playground meets the
required ROSPA (Royal Society for the Protection of Accidents) guidelines
before it is open to the public.

 

5.    We do not have a definite date in September for the opening of the
playground as it was always dependent on the extent of the weed growth on
the site which needed to be cleared before the surface could be laid, and
the availability of the contractor to complete the works following that
clearance. The contractor carrying out these works is a different
contractor from the main Tottenham Green public realm works contractor
therefore there was no delay, or penalty, incurred.

This is not a request for recorded information however I can advise that
East Green playground is now open. For details on the delay please refer
to your previous FOI request and my response to this

The safety inspection of the equipment referred to in my previous FOI
response identified a few defects which needed to be repaired/rectified
before the playground could open.
