Why did Kent County Council change the infant feeding 2017 consultation website to remove the ability to email responses?

Dear Kent County Council,

I have been made aware that your website on the Infant Feeding Consultation 2017 has been altered. Up until yesterday evening, it allowed responses by email.

The website has now been changed to show that responses to the consultation will only be accepted by using the consultation questionnaire.

I would like to know when exactly this change was made, why it was made and who authorised and requested this change to the website and therefore the consultation process.
