Why is the local authority allowed to take a child from you if registered at birth.
ALSO
Why arent they if not registered at birth.
For your information you replied that you are not allowed to take a child if they are not registered at birth.. Here is your original answer to someone elses request , below.
However I am trying to ascertain the reasons why you arent allowed and the difference about registering and not registering, see below:

Why are you being obstructive in answering a simple question?
Let me just clarify my question, If a parent of a child does not register their child at birth you are not allowed to take them from their parents - this was confirmed by Torbay Council previously.
SO why arent Torbay Council allowed to take a child if its birth is not registered

I have been asked to respond to your email dated 15 November 2011. I
wish to clarify that your request does not constitute a request under
the FOIA 2000 and therefore an internal review is not required. Your
