Your response will probably make reference to Regulation 27 of the RV(RL)R2002 which states:

"by any person who can show to the satisfaction of the Secretary of State that he has reasonable cause for wanting the particulars to be made available to him"

Please also note the primary difference from a drivers perspective of parking tickets submitted inside or outside the requirements of POFA 2012 is that requests outside POFA2012 cannot pursue vehicle owner liability

Within you response please consider and answer the following

1. what definition of reasonable cause do you use?
2.how does your definition differ to the legal definition?
3. how do you train your staff in understanding reasonable cause?
4. how do you document reasonable cause within your organistion?
5. how do you identify if a V888/3 has been submitted inside or outside the provision of POFA2012?
6. how do you process V888/3s differently if they were or weren't submitted in the confines of POFA2012?
7. how do you confirm owner liability is being sought?
8 do you believe it lawful to distribute Owner Personal Information if owner liability is not being sought?
9. If owner Liability is not being sought then you do not have reasonable cause to suspect the owner of any wrongdoing, to distribute the owners PII so a parking firm could contact the owner to enquire to ask who was driving would not constitute reasonable cause. please explain if you agree or disagree with this and justify your answer.
10. does the DVLA distribute Registered keepers information to any other companies simply so they can ask them a question?
11. would the DVLA distribute Registered keepers information to individuals, simply so they could as the a question?
