Why are UK pedestrian deaths higher than in comparable countries

Dear Sir/Madam,

The latest (2012) DFT Report on road casualties gave figures for pedestrian deaths per million population in the UK and other countries in 2011.

The 2011 rate of pedestrian deaths in the UK was about twice the rate in the countries with the lowest rates (the Netherlands and Norway). Previous DFT reports gave a similar pattern for the previous 5 years.

Please tell me what studies has the DFT done to determine why the UK is so far behind the world leaders in pedestrian safety.

Please tell me what measures the DFT has evaluated that might address the current poor position of the UK compared to the world leaders in pedestrian safety.
