Why are teachers in Special Needs classes in schools not given priority with the Covid vaccine?

Prime Minister's Office did not have the information requested.

Dear Prime Minister's Office,
Children in Special Needs classes are particularly close to their teachers and teachers in these classes are advised not to wear any PPE so as not to frighten the children. So why are teachers in Special Needs classes in schools not given priority with the Covid vaccine?
