1. Can I please have any communications between WHSCT and yourselves regarding the acceptance of patience, no diverted due to the removal of emergency surgery from Southwest acute Hospital.
2. Can you evidence your acceptance to receive patients to Craigavon ?
3. Can you state in which situation you accept patients?
4. Can you tell me where these patients are brought to for admission and surgery?

Can you include the clear “acceptance” or “receiving” of patients who come:
By private transport
By private ambulance,
From wards in Southwest acute hospital,
From the emergency department in SWAH
Those who arrive through NIAS bypass or
Those who arrive through the major trauma, triage, toolkit discretion.

I refer to your email below, and apologies, but I'm not quite sure what
you are asking here:

 

1.       Are you requesting an internal review into our response to
FOI/29128?

 

2.       Are you asking a new question "if there have been no written
communications - formal or informal to you relating to patients from WHSCT
since November 2022". If so this is much too broad and will need refined.
Correspondence from who, to who, within what timeframe and with what
keywords?

 

3.       Q1 of FOI/29128 answered a similar question to point 2 above and
we responded suggesting you contact the Western Trust.

 

4.       Also, under FOI/29372 you asked "for any communications between
WHSCT and BHSCT with regard to bypass protocols, RVHSCB and Regional
Trauma centre" to "include any communications - formal or informal
regarding the changes to services since July 2022 when WHSCT stated they
have been in contact with you. Please include all relevant emails on any
updated pathway involving WHSCT", so this FOI is already in process and a
response is due out with you by 3 July 2023. Is the point at 2 the same
point/question as this point 4 FOI/29372?

 

Perhaps you would help me understand what exactly it is you are looking
for and hopefully we can assist.

Thanks for coming back to me.

 

We are trying our best to respond to what you have asked. As far as I can
determine, what you have detailed below (highlighted in yellow), is the
same as point 4 of my previous email (highlighted in green) - and which is
currently sitting under FOI/29372 awaiting a response.

 

I am sorry you feel there was a lack of content in our previous response.
Please be aware that we are not required to generate information in order
to reply to FOIs requests. We can simply issue what has already been
recorded. In relation to this particular FOI/29128, we were unable to
provide any recorded information and so pointed you in the direction of
the WHSCT who we felt might be better placed to respond to you.

 

Under FOI, our team can only answer the request put to us, and ask for
refinement if we are unclear. We have now done this numerous times, and
remain unclear. We cannot keep revisiting the same request.

Belfast Trust is unable to accurately answer this request. We suggest the
Western Trust may be in a better position to reply. You can contact them

We can however advise that between April 2022 - April 2023, five patients
were transferred under the trauma bypass protocol from South West Acute

I am aware you had a telephone conversation with my colleague Hannah Eaton
on 17 May 2023 to discuss our response further.

I am really sorry this email was not picked up and responded to. It was a
genuine error on the part of our Public Liaison team. I have discussed
this with the team and we will do everything we can to ensure this does
not happen in future.

In my email dated 23 June 2023, under point 2, I asked:

Unfortunately this did not provide the clarify or refinement required to
allow us to run any kind of email search as we still remained unclear as
to who’s email account we would be searching, and with the number of staff
employed by BHSCT, it would be impossible to run a search of everyone’s
account, and so we were still unable to accurately answer this question or
provide a yes/no answer.

 

 

In your email of 8 October you also asked:

Tool Kit?

 

As stated in the second paragraph of our email dated 15 May 2023 “We can

In the cover email to all our FOI responses, we ask for any
dissatisfaction with our reply to be made within two months of the date of
response. We cannot therefore, five months later, revisit our FOI response
issued on 15 May 2023, in order to provide clarity around the five
patients.

 

I am really sorry that, for the reasons outlined above, we have not been
able to give you the information you requested on this occasion
