Who owns the bellmouth outside my house, and what rights do myself and neighbour have over it.

Dear Freedom of Information,

Thanks for your reply, unfortunately it isn't clear from the land registry information.

My neighbour currently treats it like his private land and parks cars on the bellmouth, which restricts access to our driveway and is making it dangerous for our access/egress onto a busy main road.
