Who owns land or adopted land at Slip road off dual carriageway Larne onto Pound Street Larne

Dear Department for Infrastructure (Northern Ireland),
Could you please advise me if DfI or Mid and East Antrim County Council own the stretch of land in front of the Church which starts at the entrance/ Exit onto the main Harbour Highway dual carriageway Larne ( also known as the Pound Street Slip Road Larne )

1: The Former Larne Borough Council and latterly the Mid and East Antrim Council seems to upkeep this flower beds boxes and grass area is this correct?

2: Does DfI own or have adopted this piece of land?

3: if so please provide relevant maps outlining boundaries area.

4: If DfI l do not own or have adopted this land then please provide information as to who owns this land.

5: A Mobile Speed Detection Camera Van operated by the PSNI or a subsidiary under contract sits on this land, can you provide me with any warning letters sent to the operators of this vehicle with regard to making tyre tracks on this land or, any letters set out advising of state of the grass area left behind by this vehicle, or any other communication from Mid and East Antrim Council to DfI or to the PSNI regarding this Mobile Detection Van.

6: If DfI own or adopted this land please provide any authorizations given for this vehicle to operate on this grassed area.

7: The well-established exit from the Church onto the main Dual Carriageway would have had to have planning permission or a dropped kerb application for this exit to exist, do you have any planning documents for this exit? if so, please forward all information including boundary maps.

8: As the vehicle seems to be mounting the Kerb and then gaining entry onto this site via the grassed area can you advise me of the following :
a) Has a dropped kerb been applied for on behalf of Mid and East Antrim Council or PSNI for the piece of land?
b) Are you aware of any permission granted for this land to be designated a layby or and permissions granted for this piece of land to be referred to as a " POLICE VEHICLES ONLY " area?
c) if you are aware of any permissions granted for any such vehicles please provide the relevant documentation.

Please provide information from the year 2000 to the present date
