Our mapping shows (See attached) that Churchill Close has not yet been adopted as Highway Maintainable at Public Expense (HMPE) by Staffordshire County Council.
Therefore responsibility for maintenance of the highway including street lighting remains the responsibility of the developer.

Since placing my original FOI request I have been informed by the developer that the responsibility has been taken over by Aspire Housing, can you confirm that you hold no information in regard to this? I have passed the information provided by the developer to Aspire Housing and I am awaiting their response. As Aspire Housing is a private company I cannot gain this information directly through an FOI request. Since many members of the public believe that the maintenance of street lighting in Staffordshire is the sole responsibility of the County Council would it not be helpful if you held specific information about who is responsible for the street lighting on unadopted roads? When I initially contacted Aspire Housing they told me variously to contact the following parties to have the lighting fixed: The County Council, Newcastle Borough Council and the developer. Hopefully, Aspire Housing will confirm to me that they do have the responsibility for the maintenance and repair of street lighting on Churchill Close but this has been a very frustrating and unsatisfactory experience.

I am writing to request an internal review of Staffordshire County Council's handling of my FOI request 'Who has the responsibility of maintaining the street lights on Churchill Close, ST5 9FF?'.
I would like you to explain why you did not respond to my previous message. Can you confirm if you hold the information as to who has responsibility for this street lighting? Merely responding that it lies with 'the developer is unacceptable to me. I expect that if it is not your responsibility that you ascertain whose responsibility it is and hold it on record, such that any complainant can be directed by you to the correct person(s).
