Who changed the sharing scheme of the Mineworkers Pension Surplus

Who changed the scheme surplus to 50–50 sharing when it was originaly set up to less than 70–30 by the actuary.
Who was the actuary company who did the calculations for the change to 50–50 sharing of the surplus.
