Dear General Council of the Bar,

My request is for statistics held on registered Authorised Pupillage Training Organisations (Authorised Education and Training Organisations - AETO). Simply, could you provide a list of those currently registered as AETO, excluding chambers? (2019 and 2018 if possible.)

An alphabetical list form by region would be perfectly fine, and to keep costs down a list of those registered as operating in London will be perfectly fine, of course transparency on AETO across the UK is also welcome, as is information on the pupillage structures of these AETO.

As these AETO operate within the England & Wales and provide this information on their websites, transparency from the central authorising body should be possible as the information is public knowledge (if fragmented), so your assistance will help a great many to bring clarity on this matter, if their are limits, then please provide as much information as permitted.

I write in response to your Freedom of Information request of 15 April.

First, please note that the General Council of the Bar (including the Bar Standards Board) is not subject formally to the Freedom of Information Act as we are not a public authority as outlined in Schedule 1 of the Act; however, we endeavour to respond to such requests with within the spirit of the Act, in the interests of transparency.

You asked for statistics we hold on registered Authorised Pupillage Training Organisations (Authorised Education and Training Organisations – AETOs), and specifically a list of those currently registered as AETOs, excluding chambers, (2019 and 2018 if possible).

The term AETO only came into being in April 2019 and we do not currently have a list of AETOs although we will in the future. We can provide details of those organisations currently offering pupillages as Pupillage Training Organisations (PTOs) January 2018 onwards if that is acceptable? This list (approximately 400 organisations) does include Chambers, solicitors’ firms (68) and other organisations (33) (See attached). This list is subject to change as not all of the current PTOs will be continuing as AETOs and AETOs will include organisations offering Vocational Based Training.

You went on to say that an alphabetical list form by region would be perfectly fine, and to keep costs down a list of those registered as operating in London will be perfectly fine, of course transparency on AETO across the UK is also welcome, as is information on the pupillage structures of these AETO.

We do not include this information on location on the list and the information is not readily available. The Pupillage Gateway is the best place to find out which organisations are offering pupillages because not all chambers/organisations that we have authorised offer pupillages every year. All pupillages must be advertised on the Pupillage Gateway, to ensure transparency and provide equal access to information about pupillage opportunities.
