Dear Birt, Denise,

It is my understanding that the closure of Whitehill Pool is no longer being contemplated in the budget process. As such, there would be no prejudice to effective conduct of public affairs and so the s30 exemption should not apply.

The public interest should outweigh the exemption. Equality impact assessments carried out by the Scottish Government are available online. There is no reason why a City Council would be entitled to a higher degree of secrecy than the Scottish Government.
