White warning lights on emergency vehicles

Response to this request is long overdue. By law, under all circumstances, North West Ambulance Service NHS Trust should have responded by now (details). You can complain by requesting an internal review.

Dear North West Ambulance Service NHS Trust,
I am enquiring as to what exemption this Trust has for the use of flashing/alternating white warning lights on your emergency vehicles (not the flashing/alternating headlamps) but specifically the lights used in the front grille's and lightbar's which fall under the remit of the Road Vehicle Lighting Regulations.

I’m contacting you in response to your recent FOI request, please see
answer below,

NWAS started to install White LED lamps to the front grille and front
light bar units, outside of the headlamps, following ECWVTA in 2014 which
eliminated any alterations to type approved headlamp units. The white LED
lamps were seen as an acceptable alternative to “flashing headlamps” under
type approval.

 

All new Trust vehicles are subjected to ECWVTA small series or IVA
assessment as part of the conversion / registration process.

 

Reg 13 covers flashing headlamps

 

Lamps to show a steady light

13.—(1) Save as provided in paragraph (2), no vehicle shall be fitted with
a lamp which automatically emits a flashing light.

(2) Paragraph (1) does not apply in respect of–

(a)a direction indicator;

(b)a headlamp fitted to an emergency vehicle;

(c)a warning beacon or special warning lamp;

(d)a lamp or illuminated sign fitted to a vehicle used for police
purposes;

(e)a green warning lamp used as an anti-lock brake indicator; or

(f)lamps forming part of a traffic sign.

 

 

Reg 27 covers off blues & special warning lamps

 

 

Restrictions on the use of lamps other than those to which regulation 24
refers

27.  No person shall use, or cause or permit to be used, on a road any
vehicle on which any lamp, hazard warning signal device or warning beacon
of a type specified in an item in column 2 of the Table below is used in a
manner specified in that item in column 3.

Thank you for your reply.
You state "The white LED lamps were seen as an acceptable alternative to “flashing headlamps” under
type approval"

What I wish to know is if they are actually LEGAL under the Road Vehicle Lighting regulation (RVLR) not whether they are an acceptable alternative.

Other NHS Trust's have replied to my FOI stating that they are not....
