Whitby "Totally Locally"

Waiting for an internal review by Scarborough Borough Council of their handling of this request.

Diane,

You will be aware of the controversy presently raging in Whitby regarding certain allegations pertaining to the Whitby instantiation of "Totally Locally".

The following FOIA request is intended to shed some light on Scarborough Borough Council's involvement with Whitby "Totally Locally" (WTL).

Please provide the following information regarding any investment by the Council - in cash, in kind or in Officers' time:

1) Has the Council provided any money, as grant-funding or under any other guise, to WTL? If so, how much, and over what time-scale?

2) Has the Council provided any goods or materials, either temporarily or permanently (please indicate) to WTL? If so, what goods/materials - and, if temprarily, to what market-value, were it to have been commensurate with private sector hire rates?

3) Has the Council made available to WTL the services (uncharged) of any Council personnel (of any rank - please indicate).

I hope that, in the wider public interest, you will be able to provide comprehensive and transparent answers within the 20-working day time-schedule specified under the Act.

I note that WhatDoTheyKnow.com has flagged up my FOI request 'Whitby "Totally Locally"'as "Delayed".

I am now requesting an Internal Review.

I note, too, that this is just one of a considerable number of requests - made not only by me, but by others - that the Council has failed to process in a timely manner and in compliance with the terms of the Freedom of Information Act 2000.

I would be grateful for the explanation for this apparent incompetence, please.

Is the Council under-staffed?

Is the Council's IT-system in disarray?

Is the Council pursuing a policy of non-transparency?

An explanation would be appreciated.
