Which KCC Councillors have given their explicit support for mixed development building plans on Manston Airport?

Dear Kent County Council,

I have written to Leader Paul Carter but , apart from an acknowledgement email, I have had no response so I am therefore making a Freedom of Information request instead.

With regard to Kent County Council's (KCC) submission, signed by Barbara Cooper
Corporate Director - Growth, Environment and Transport, which appears on Thanet District Council's Planning portal and states that KCC "strongly support" the plans submitted by Stone Hill Park Ltd (SHP) for a mixed development on Manston Airport.

I would like to know;-

1. Was this a decision made by a KCC Committee, if so which committee and who sat on it?

2. How many, and which, of the 84 Councillors actually voted on the decision to support SHP's planning application.

3. When was the statement, passed by KCC in 2014, supporting aviation at Manston reversed?

4. Who specifically suggested the wording "strongly supports" and then emphasised it in bold?

Thank you for your request for information made under the Freedom of
Information Act (FOIA) 2000, relating to Manston Airport. I am pleased to
provide the response below:

 

1. Was this a decision made by a KCC Committee, if so which committee and
who sat on it?

The response to the planning application was not presented to any meeting
of the Council nor to any committee or sub-committee meeting.

 

2. How many, and which, of the 84 Councillors actually voted on the
decision to support SHP's planning application.

Please refer to the answer to question 1.

 

3. When was the statement, passed by KCC in 2014, supporting aviation at
Manston reversed?

The Officer response to the current planning application was considered on
its own merits and did not form any position on the use of the Manston
Airport site for aviation purposes.  If a planning application was to be
submitted to Thanet District Council for aviation uses on the site,
Officers would consider any such application on its own merits.

 

I would also like to take the opportunity to draw your attention to the
last relevant motion passed by County Council at its meeting on 16 July
2015:

 

“RESOLVED that we the elected members of KCC wish it to be known that we
fully support the continued regeneration of Manston and East Kent and will
keep an open mind on whether that should be a business park or an airport,
depending upon the viability of such plans and their ability to deliver
significant economic growth and job opportunity.”

 

The Officer response to the current planning application would have
considered the viability of the plans and their contribution to economic
growth in the context of this motion and more widely, the County Council’s
Strategic Statement 2015-2020 (‘Increasing Opportunities, Improving
Outcomes’).

 

4. Who specifically suggested the wording "strongly supports" and then
emphasised it in bold?

Kent County Council was consulted by Thanet District Council on this
planning application in its capacity as a statutory provider of key
infrastructure, particularly as Local Highway Authority and Local
Education Authority.  The planning application was considered by Officers
of the County Council on its own merits and a response (dated 30 August
2016) was submitted to the District Council which you refer to. Kent
County Council responds to planning applications on a frequent basis and
this is a function delegated to Officers by the Council. Officers have
sent a further response to Thanet District Council (dated 21 September)
clarifying that the original response did not indicate a preference for
development at the site.
