Which Councillors actually live in Westminster as residents?
Freedom of Information Act 2000 - Request for information
I write to make a formal request under the terms of the Freedom of Information Act 2000. This request is directed to the Westminster City Council and to all Councillors of whichever party.
Background:
1. This request is being made to determine the ratio of elected Councillors who reside in the borough to those who reside outside of the borough boundaries.
2. It is further made to establish which Councillors within the Borough have a residents parking.
3. And finally it is to ascertain which Councillors who reside outside of the Borough have a City wide parking permit provided by the Council.
Information requested:
1. The names of the Westminster Councillors who reside in the City of Westminster, and for the purposes of the electoral register are considered resident (including anonymous electoral registrants under the terms of the Electoral Administration Act 2006)
2. In relation to question (1), of those Councillors who are resident in the Westminster Borough, please list which of those Councillors have a residents parking permit for the relevant zone of their residence.
3. Of the Councillors not on the electoral register for Westminster, please list those who reside outside of the Borough, and please also list those for whom this information is not available.
4. In relation to question (3); of those Councillors who reside outside of the borough, please list those who have a City-wide parking permit provided at no cost by the Council.
5. Finally, please confirm with a list of names if any Councillors have both a Westminster provided free permit as well as a conventional residents parking permit.

I write regarding your Freedom of Information request which has now been
considered. Please see responses to your questions below.
1. The names of the Westminster Councillors who reside in the City of
Westminster, and for the purposes of the electoral register are considered
resident (including anonymous electoral registrants under the terms of the
Electoral Administration Act 2006)
With the exception of Councillors Alexander Nicoll and Ian Wilder, who is
currently abroad, all 60 Councillors reside in the City of Westminster.
2. In relation to question (1), of those Councillors who are resident in
the Westminster Borough, please list which of those
Councillors have a residents parking permit for the relevant zone of their
residence.
We are not obliged to supply the information you have requested. In
accordance with the Freedom of Information Act 2000 this acts as a Refusal
Notice.
The exemption applied is Section 40(2): Personal Data.
This exemption applies because this information relates to the
Councillors' private lives and there is a reasonable expectation of
privacy regarding this information and disclosure would be unfair on both
the Councillors and their family. Disclosure would therefore breach
principle 1 of the Data Protection Act 1998 (Fair and Lawful processing)
and this exemption is engaged. This is an absolute exemption and not
subject to a public interest test.
