Where does the Registrar derive its authority?

Dear Mr Horn
 
Thank you for your further email. We have handled your request as official
correspondence rather than under the provisions of the Freedom of
Information Act, but this made no difference to the content of our
response.
 
The role of Registrar of Births and Deaths, within England and Wales, is a
statutory one and their duties are prescribed by legislation.
 
The Registration Service Act 1953 provides for the structure of the
registration service within England and Wales which includes the creation
of registration districts and that each sub-district (within that
registration district) shall have a registrar to register all births and
deaths which take place within their sub-district.  Furthermore the Births
and Deaths Registration Act 1953 supported by the Registration of Birth
and Death Regulations 1987 provides the legal framework for the
registration of births and deaths.
