With reference to the introduction of collection points for wheelie bins, please provide the following information:
The total number of properties from which wheelie bins are currently collected.
The total number of properties where residents are required to move their bins to a designated collection point.
The total amount of damages the council has paid out in each of the last five years to employees or contractors within waste management in respect of repetitive strain or other injury.
Please provide a copy of the risk assessment that determines the risk to staff inherent in the repeated movement of wheelie bins.
Please provide a copy of the criteria by which it has been determined that certain groups of properties need to take their bins to collection points whilst others do not.
Please provide the sum paid in respect of waste management services for each of the last 5 years.
Please provide details of the reduction in payment, (in respect of wheelie bin collections), that will be achieved by residents moving and collecting their own bins.

Thank you for your request for information received on 9 November 2015, we
have already advised you that your request is  being dealt with in
accordance with the Freedom of Information Act. You asked for information
about the Council's new policy on wheelie bin collection points.

 

Council’s response

 

The total number of properties from which wheelie bins are currently
collected.

 

26,700

Less some properties on lilac sacks as they cannot accommodate a wheeled
bin

 

The total number of properties where residents are required to move their
bins to a designated collection point.

 

The scheme will not be fully implemented until March 2016. So no final
figure. At this time 1,000 hh have been implemented

 

The total amount of damages the council has paid out in each of the last
five years to employees or contractors within waste management in respect
of repetitive strain or other injury.

 

Nil. The scheme has not been implemented to avoid incurring financial
damages. It was introduced as a result of a HSE improvement notice that
identified that the continuation of an ‘edge of property’ collection
service significantly increased the risk of injury to waste collection
crews. Other local authorities have demonstrated that it is reasonably
practicable to reduce the risk of injury by implementing a collection
point policy.

 

Please provide a copy of the risk assessment that determines the risk to
staff inherent in the repeated movement of wheelie bins.

certain groups of properties need to take their bins to collection points
whilst others do not.

 

Most of the affected households are terraced properties with rear alleys
that are too narrow for waste trucks to pass through. See attached
criteria.

 

Please provide the sum paid in respect of waste management services for
each of the last 5 years.

 

I cannot deal with your request without clarification of the information
you seek. To help me do so, I would like to know what precisely you mean
by the phrase 'the sum paid in respect of waste management services'?

 

Please provide details of the reduction in payment, (in respect of wheelie
