What's going on with RIS2/A27 Lewes to Polegate

The request was partially successful.

Dear Department for Transport,

I'm very confused. I thought that all bids for new elements of the Strategic Road Network were channelled through Highways England. Yet last month, a communication from Maria Caulfield MP from Lewes (who you may have come across as PPS to Grant Shapps) carried this on the front page: "A Government decision on the £450m bid by Maria Caulfield MP to dual the A27 between Lewes and Polegate is expected this winter...Maria has made clear that she is against a new motorway style road through the downs and local villages and wants to dual the current road."

Last week an FOI response from Highways England confirmed to me it had only presented cases for an offline solution between Lewes and Polegate for RIS2 funding.

Can you confirm that you have a positive business case and supporting papers for an option to improve the existing A27 with RIS2 funding, as Ms Caulfield claims ? Can you say who has written them ?
