What was the "Political Content Redacted" in Amber Rudd's ICE speech?

The request was refused by Department of Energy and Climate Change.

Dear Department of Energy and Climate Change,

DECC has today published a speech given at the ICE yesterday by Amber Rudd:

This speech is published on your website (link above) under the description: "Transcript of the speech, exactly as it was delivered".

The published text contains several instances of the phrase "[Political Content Redacted]".

This speech has been published as a a public policy announcement by a politician. I therefore question the legitimacy of redacting its content for political reasons. I wish to see the transcript of the speech "exactly as it was delivered" - as you have stated when publishing it.

The content of DECC's recent policy announcements is of great importance in my work in the energy sector, and indeed to the informed public at large.

There seems to me to be no defensible reason why we should not be entitled to receive the content of government policy announcements in an unredacted form. Please provide the full text of the speech as it was delivered.
