What population data does BBC use to calculate reach

Dear British Broadcasting Corporation,

Because survey results are technically in percents, I'm asking to know based on what population data BBC provides its global reach in millions.

The link below cites Iran's BBC total audience reach in 2017 as both 13 and 12.6 million. I would like to know which best represents the reach in the country.
