What makes your new incinerator a gasifier?

Dear Surrey County Council,
As Surrey's waste plan drags on, after the failure of the Ascot B.O.S. Gasification plant to materialise for the proposed Eco Park in Shepperton, a new Outotec design has been rushed forward.

This is a completely new, experimental, unproven design of plant, with no reference plant or being proven anywhere (very responsible putting it in such a residential area...well done!)

All indications show, and are backed up by evidence that this IS NOT a real gasification plant, but a normal one chamber incinerator plant, dressed up to look like a gasification plant, presumably to fiddle planning variations (gasification plant specified in current valid permission) or to milk double ROC subsidies for profit.

Despite all the evidence to the contrary, Surrey CC still claims their new version of incinerator to be a gasifier/gasification plant. It is obvious Cllr.Furey does not understand or comprehend what a gasification plant really is, so I ask by FOI request....

1.Who is stating that this is really a gasification plant? Name of person and
Are they with Surrey CC, Sita or Outotec, Or M and W?

2.What are the full reasons that makes Surrey beleive this is actually a
Gasification plant? What in your eyes are the facts that mean this is a
Gasification plant rather than a bog standard incinerator?

3.If this is proven NOT to be a gasification plant, as all facts point, then who
Is responsible for misleading everyone? How would this affect the
Application in regards to planning and also ROCs and the waste
Infrastructure Pfi? Will any compensation be required by Scc, for
Failure to deliver by its contractors?

We have considered your request below, in which you asked:

As your request is for environmental information, it has been handled
under the Environmental Information Regulations 2004.

 I now enclose the following information:

Q1. Who is stating that this is really a gasification plant? Name of
person and are they with Surrey CC, Sita or Outotec, Or M and W?
A1) I attach a brochure from Outotec , the company supplying the
gasification technology to M&W. The process that is to be used at Charlton
Lane is Advanced Stage Gasification as described by Outotec in this
brochure.

The Council does not have any recorded information on individuals within
Outotec who in the words of your question " have stated that this is
really a gasification plant ".

Your request for information on " who is stating that this is really a
gasification plant"  has been refused under Regulation 12 (4)(a) because
we hold no information on this.  

Please note that as this is a qualified exemption, the County Council is
required by Regulation 12(1)(b) EIR to carry out a public interest test
 (i.e. determine whether the public interest in not releasing the
information requested outweighs the public interest in disclosing it). In
circumstances such as this, where the information is not held by Surrey
County Council even after the time when the request was received,  it is
impossible to say whether the public interest in not releasing the
information requested outweighs the public interest in disclosing it,
since there is no information held to disclose or withhold. Any
consideration of the public interest test would be a theoretical exercise
and serve no practical purpose. The County Council therefore acknowledges
that the wording of Regulation 12(1)(b) requires it to carry out a public
interest test but submits that it cannot meaningfully do so in the
particular circumstances of this case.

Q2. What are the full reasons that makes Surrey beleive this is actually a
Gasification plant? What in your eyes are the facts that mean this is a
Gasification plant rather than a bog standard incinerator?

A2) In a conventional incinerator, waste is heated on a bed or grate , and
sufficient air is blown into the grate or bed to support combustion. In
simple terms the waste burns on the grate generating heat and converting
the carbon rich waste into carbon dioxide and water. In a gasifier waste
is heated on a bed or grate but the quantities of air that are blown into
the bed are insufficient to allow combustion to take place. Instead the
waste breaks down under heat to produce a carbon rich gas known as a
synthesis gas or 'Syngas'. This Syngas can then either be combusted by the
introduction of more air or in theory can be converted into chemical
by-products.

In the vast majority of gasification plants the Syngas is subsequently
combusted generating heat and producing a by-product of carbon dioxide and
water. So put simply, gasification can be proven if there is production of
a Syngas. The fact that the Syngas may then be combusted to produce
heat,carbon dioxide and water does not mean that the process is not
gasification.

The Outotec technology plant, proposed for the Eco Park  is designed to
operate as a gasification plant with the production of Syngas from the
waste within the fluidised sand bed in the lower part of the gasification
chamber . This Syngas can be sampled and measured before being combusted
in the upper part of the chamber. The concept of producing a Syngas and
then combusting that Syngas within the same plant is not new. The
gasification system supplied by Energos both produces and combusts Syngas
within the same plant and has been accredited as a gasification plant,
eligible for Renewables Obligation Certificates (ROC) by the electricity
regulator, OFGEM.
 
Q3. If this is proven NOT to be a gasification plant, as all facts point,
then who is responsible for misleading everyone? How would this affect the
Application in regards to planning and also ROCs and the  waste
Infrastructure Pfi? Will any compensation be required by Scc, for Failure
to deliver by its contractors?

A3)  M&W have provided SITA with guarantees that the plant will be able to
produce Syngas of the quality required to meet the requirements of OFGEM
accreditation for ROCs. Ultimately if the plant is not able to produce
Syngas in accordance with the guarantees, the plant would not be accepted
by the Council and SITA would not be paid for the plant. If the County
Planning Authority thought the gasification technology that is now
proposed by Outotec did not comply with the planning consent for a
gasification plant then we presume that they could refuse the planning
variation on this basis or require a new planning application for
something different.
