children's and adults Direct Payments. The amount of payment is determined
by an assessment of the individual's need.

To provide a bit more clarification:
In RBKC a person's needs are assessed by the social worker. The outcome of the assessment is used to input into the Resource Allocation Systen (RAS) which comes up with an amount that is similar to what the council would be paying if they were to provide enough care to meet the needs themself.
The person is told how much they have been allocated - the theory it that the Person is then able to decide how best to apportion the funding to meet their needs best - within the agreed budget. This could mean paying an agency rate at approx £15 per hour, paying a PA between min wage and about £15 per hour, or buying services. You can have more hours at a lower rate, or fewer hours at a higher rate.

In reality the social workers often complete the support plan on behalf of the individual, including putting down the approved number of hours support that a person should have.

One way or the other, to ensure "sufficiency" of funding, the RAS (which calculates the total budget) is necessarily based on an approved hourly rate of approximately £15 per hour, I believe. (For adults at least).
