We have considered your request for information in which you asked:

 

Now that the so called 'eco park' is under construction at Charlton Lane,
Shepperton, has the County updated its costs for the project, and if so,
what are they?

Can they be broken down so each item's costs are readily identifiable?

Has the County now received any DEFRA grants for the project, and if not
when will such grants be made?

 

As we consider that this request is for environmental information within
the meaning of Section 2(1) of the Environmental Information Regulations
2004, your request has been dealt with in accordance with the Regulations.
Requests for environmental information are exempt under the Freedom of
Information Act 2000 and we are obliged to deal with such requests under
the Regulations.

 

We now provide the following information, which we anticipate will answer
your request.

 

Our contractor SUEZ is currently constructing the Eco Park under a fixed
price contract with M+W Group Limited. The contract price was fixed prior
to the start of construction and was included in the affordability
analysis presented to the Council’s Cabinet in April 2015. This report is
available on the council’s website following the link below. Both the
foreign exchange rate and interest rates were fixed at the point of
contract close and therefore the cost to the council remains fixed.

The council continues to receive Waste Infrastructure Grant payments from
Defra in accordance with the agreed schedule.

Thank you for your emails.

 

It was not clear from the wording of your request that the breakdown
referred to did not relate solely to the updated costs.

 

Your request was

This was answered by us on the basis that the breakdown of costs requested
related to the ‘updated’ costs.  The costs were not updated so the
breakdown was not provided.

 

However, I apologise for not appreciating that you were actually seeking
the cost of each item regardless of whether or not it had been updated.  I
have requested this information and will let you have the information as
soon as I receive it.

" The Eco Park comprises a gasification facility, anaerobic digestion facility , materials bulking facility and community recycling centre and the total capital cost for developing the site is approximately £103 million. The individual elements of the project have not been priced separately and therefore it is not possible to provide any meaningful breakdown of the individual components of the project."
