Dear Wirral Metropolitan Borough Council,
At the Wirral West Constituency Committee meeting 14 June 2018, s.151 of an Act of Parliament was mentioned devoid of clear statements of meanings and implications.

Please can you tell me

1. To what Act does s.151 refer?

2. What is the purpose of the Act?

3. What does s.151 mean for local authorities? I am not asking what it says because I may read that for myself.

4. Under what circumstances would a Director of Finance invoke s.151?

5. What are the implications for any project against which it is invoked?

Thank you, Scarlet, but that is, specifically, the reply for which I did not ask.

I am seeking meaning and implication because a reading of the Act is not understood by the man on the Clapham omnibus or, for us, the person taking the 437 to Liverpool.

If I remember correctly the discussion you refer to at the public meeting was whether a s.114 notice had been issued at Wirral Council (you can read this one issued at Northamptonshire County Council https://www3.northamptonshire.gov.uk/cou... ).

The s.151 officer is sometimes described in some public bodies as a Treasurer or Chief Finance Officer if that helps.
