March 2019 asking about the difference between “operational” and
“non-operational” TfL staff.
Your request will be processed in accordance with the requirements of the

operational performance, contracts, expenditure, journey data, governance
and our financial performance. This includes data which is frequently

Thank you for your email of 19^th March 2019 asking what criteria are
used to determine ‘operational’ and ‘non-operational’ staff at TfL.
Your request has been considered in accordance with the requirements of
the Freedom of Information Act and our information access policy.
There is no simple definition of ‘operational’ as opposed to
‘non-operational’ staff. In essence, ‘operational’ roles are those that
are required to directly run transport services and which fall under TfL’s
“Agreement for Operational Staff and Operational Managers”. It is a
combination of this agreement and current legislation that defines
Operational Staff and Managers as competent to run transport services (as
an example, the Transport and Work Act defines ‘Safety Critical’ roles and
the Agreement for Operational Staff and Operational Managers defines how
TfL meets the legislative requirements).
