Dear High Speed Two (HS2) Limited,

On February 11th 2019, Rail Minister Andrew Jones stated:

"Already there are 7,000 jobs supported by the [HS2] programme; already over 2,000 businesses have HS2 contracts; and already the diggers are on the ground in Birmingham. Building has started."

Given that none of the final designs for any part have been signed off as of this date, you could you please specify exactly where 'building has started'.

I do not wish to know where archaeological work, hedgerow clearance, demolitions, utilities diversions and the like are taking place, as these are very specifically enabling works, which do not qualify in any way shape or form as 'building' HS2.

Dear Alistair Hobbs

thank you so much for your disingenuous reply to my Freedom of Information which confirms that HS2 Ltd have unilaterally decided to redefine the verb 'building', as you stated "By building work HS2 Ltd means all works associated with the building of the new railway.". To extend this obsequious response to its natural conclusion, your job, that of the HS2 Ltd IT department, the person who writes speeches for Messrs Thurston, Cooke et al, your printers, the cleaners at Snow Hill and Canary Wharf and every over-paid contractor whose pockets you are filling with taxpayers' money no matter what function they are performing, are building HS2 because as you have stated: "By building work HS2 Ltd means all works associated with the building of the new railway, and all of those jobs are 'associated' with the building of the new railway".

However, you don't seem to mean that. You seem to mean that any work that takes place outside, no matter what that is, somehow counts as building work.

To make things clear, the present participle of the verb 'to build', i.e. 'building' is defined as "Construct (something) by putting parts or material together."

I say this, as it appears there is a distinct difference between what HS2 Ltd seem to think 'building' is, and what the English Language defines 'building' as. in that respect: survey works do not count as building; ground investigations do not count as building; utilities works do not count as building; traffic management - really, traffic management?- do not count as building.

I find the concept that you consider 'demolitions' to count as 'building' to be quite disturbing. Knocking something down is actually the opposite of building it it. In terms of language we call that an 'antonym', meaning 'a word opposite in meaning to another'. Examples of this include:. bad and good; hot and cold; light and dark; construction and demolition; lies and truth.

To help with such issues going forward, I have taken the liberty on behalf of Stop HS2 of ordering you a dictionary and thesaurus, which I hope will make it easier for you to understand the meaning of words in the future.

Additionally, I should also point out that even looking at your own terms, you didn't answer the question. You simply provided a link, which links to a series of unnavigable 'commonplace' sites, which does not contain a full set of the data you have decided I had asked for.

As such, please consider this as a request for an internal review, because as I felt I made clear in my initial request, I am not asking about the works HS2 Ltd that have decided to redefine as 'building works' or 'construction', I am asking about where building HS2 has actually started, as would be defined by any rational person. If you do insist on pretending that the enabling works somehow count as 'building', then actually provide details of these sites and what the work entails.
