I received from you the answer below (read beneath the ***) to an earlier FoI request YOUR Ref: 5020- It was unsatisfactory, giving no data which I had requested.
Can you please reveal copies of the correspondence between
a. The DWP and the Met Office - In which the original commission for a report was made.
and
b. The report from the Met Office to the DWP which contains the sets of data relating to the countries of the EU including mainland France and its Departments overseas (the DOMs)AND the REGIONS of FRANCE (as indicated in your letter to me below).

Dear Mr Cave,
Thank you for your Freedom of Information request of 22 October 2013, in which you asked for
the data used to inform the proposed limitation of the Winter Fuel Payment.
DWP commissioned the Met Office to produce a report which shows the average winter
temperature data for each European Union country and region of that country.
The Met Office used data sets of the monthly mean air temperature (for the reference period
1961-1990) for land areas of the globe, from the Climatic Research Unit of the University of
East Anglia.

I am writing to advise you that the time limit for responding to your request for information needs to be extended.
It is occasionally necessary to extend the 20 working day time limit for issuing a response. In the case of your request, I need to extend the time limit because the information requested must be considered under one of the exemptions to which the public interest test applies. This extra time is needed in order to make a determination as to the public interest.
Accordingly, I hope to let you have a response by 31 December 2013.

Dear Talbot Gina DWP FLDM MCT,
I am informed by the DWP that the DWP has had correspondence with the Met Office and the Met Office had sent a report to the DWP on the subject of winter temperatures in EU countries and SW England.
I need to explore the circumstances of these statements. It is claimed that raw data was derived from the Univ. East Anglia Climatic Research Unit.
It is possible that the DWP has had direct correspondence with the Climatic Research Unit of the Univ of East Anglia. Our contacts with the University do not verify that
I want to see the correspondence which the DWP have had in this regard concerning......
The temperatures during the winter months relating to any of the districts and/or countries of Europe especially France, and also relating to SW England.
I need concrete information concerning
a. Any letter, or other mail between the DWP and Met Office and/or the University of East Anglia
b. Any Report to the DWP from either or both:- the Met Office and the University of East Anglia on the same issues. These were the subject of my previous FoI request which has not been satisfied.
Because there is a delay in the provision of these documents which I have previously requested, then if you will, in the interim...
Please supply any DATES when such correspondence was sent or received and of course the name (in general or precise - better) of the office(s) between whom this correspondence was exchanged.
