Thank you for contacting Buckinghamshire Council and your request for
information regarding the A404/ A4155 Westhorpe Junction Improvement
project.
This request has been handled under the Environmental Information
Regulations 2004.
We can confirm that Buckinghamshire Council does hold information falling
within the description specified in your request.
Please refer to our response below and attached.
* the design/plan that you plan to implement, or its latest proposal, for
the Westhorpe Interchange (at the A4155/A404 in Marlow).
The objectives of the project are to:
• Improve the performance of the A404 (reduce queuing traffic on the
northbound exit slip road extending back on to the A404).
• Improve the ingress of traffic off the northbound exit slip road into
Parkway. Parkway is a local road that runs parallel to the A404 and
links the A4155 Little Marlow Road to Globe Business Park.
• Improve the occupancy rate at Globe Business Park.
To achieve these objectives the scope of the scheme which is planned
includes:
• A new segregated left turn lane with associated highways
infrastructure, providing direct access onto Parkway from the A404
northbound exit slip road.
• Proposed part time signalisation, with associated highway
infrastructure off the northbound and southbound slip roads from the
A404 onto the A4155 Westhorpe Junction. Traffic signal controllers and
maintenance bays will be provided within the central island of the
A404/A4155 Westhorpe Junction.
An overview plan showing these proposals has been attached to this email.

The project is currently within the National Highways (formally Highways
England) technical approval phase, where the detailed design is being
reviewed by their technical experts. Preparation for the construction
phase with our consultant and their supply chain is underway, with
construction currently planned to start in February/ March 2022.
* an explanation with evidence as to how the concerns regarding cycling &
walking raised during the consultation (see RFI-6797) have been addressed
in the plan
Further to the response which was provided in RFI-6797 which detailed the
plans Globe Business Park (GBP) were looking to implement, GBP have
provided the below update:
Unfortunately, due to reduced occupancy on site during Covid our active
travel projects have been put on hold or are not currently utilised due to
lock of people on site. However, as occupancy gradually increases our key
projects include:
· Liftshare scheme and Personal Travel Planning app – available to
all GBP businesses.
· Cycle scheme – launching spring 2022.
· On demand shuttle service from Maidenhead/High Wycombe train
stations.
· Introduction of a zip cars for GBP users.
In addition to the above GBP are continuing to work with a number of
stakeholders regarding the introduction of cycle gullies to the Volvo
Footbridge.
Whilst Buckinghamshire Council are committed to take on board active
travel guidance provided by central government and are able to provide
examples of a number of recent and proposed highway infrastructure schemes
across the county where active travel improvements have been/will be
incorporated, this particular scheme with its clear objectives and scope
is not intended to incorporate wider infrastructure improvements beyond
the specific remit of the scheme. Any enhancements to active travel
provisions in the Marlow area will need to be considered in future
strategic planning.
* Was an Equality Impact Assessment carried out at this location as part
of the plan and what was the outcome?
An Equality Impact Assessment has been carried out.
Against the criteria ‘Is it possible the proposed policy or activity or
change in policy or activity could discriminate or unfairly disadvantage
people’? the scheme was found to be ‘No barriers identified, therefore
activity will proceed’.
This assessment has been shared with National Highways as part of the Road
Safety Audit process.
