Were the clocktower homeless only housed short term?

Dear Thanet District Council,

Local news blog, Thanet Star, reported that the council gave accommodation to the homeless people sleeping at the Clocktower shelter.

Can you confirm: Were they offered permanent accommodation or was it short term? If short term, how many nights were offered?

Dear Mr Brown
 
Thank you for your communication received on 09 March 2016 where you
requested information about homeless households sleeping near the
clocktower.
 
Emergency accommodation was offered to all confirmed rough sleepers by
porchlight, and those found to be in priority need were offered by Thanet
District Council as per the Housing Act 1996 (amended 2002).  This
placement was monitored whilst longer term housing solutions were sought
based upon individual needs and circumstances.  All but one, who refused
all offers of assistance and one other that refused more settled housing
solutions from emergency accommodation are now in more substantive longer
term accommodation.

you.
